Wastewater Treatment Plant Improvements

OWNER AND WORK: The Village of Rantoul is hereby giving notice that sealed bids will be received for its Wastewater Treatment Plant Improvements Project. The work included in this Project is generally described as the furnishing and installing of all materials, labor and equipment required for the construction of a chemical storage room with storage tank chemical pumps and piping, a new anaerobic digester with a digester control building that also houses the chemical storage room. The Project also includes SCADA improvements to existing facilities and replacement of mechanical equipment including primary sludge pumps and installation of a flow meter for influent flows to the existing anaerobic digester.
Time and Place of Bid Opening: Sealed bids will be received by the Village of Rantoul (the Owner) until 1:00 p.m., local time, July 18, 2013. Bids received after this time will not be accepted. Bids will be received and publicly be read aloud at the Village of Rantoul, 333 South Tanner, Rantoul, IL 61866.
Bidding Documents: Bid Documents may be obtained for bidding purposes from Burns & McDonnell Engineering Company upon deposit of one hundred dollars ($100.00) for each set of Contract Documents consisting of a Project Manual (two copies) and one set of Contract Drawings of documents. Deposits are non-refundable as provided in the Instructions to Bidders. Bid Documents may be obtained from Burns and McDonnell Engineering Co., Inc.'s office located at 1431 Opus Place Suite 400, Downers Grove, IL 60515. Telephone: 630-724-3200; Facsimile: 630-724-3201. Bid documents may also be viewed at the Burns & McDonnell Office.
Wage Rates: The Village of Rantoul, has established the rates for various classifications of workers and crafters on the proposed improvements, with said rates being the State of Illinois Prevailing Wage Rates. The Contractor and all of its subcontractors shall comply with these rate requirements. The Bid shall be conditioned upon compliance with all labor related requirements including the regulations and stipulations concerning equal employment opportunity, affirmative action requirements, and prevailing wage rates. A copy of the State of Illinois Prevailing Wage Rates is included in the Project Manual.
Prebid Conference: A prebid conference will be held at 10:00 a. m., local time, on June 25, 2013 at the Village of Rantoul Wastewater Treatment Plant located at 1625 East Grove Avenue. Attendance is mandatory for prospective Bidders bidding as prime contractor.
Bid Security: Each Bid shall be accompanied by Bid security, payable to Owner, of the amount of 5% of the bid or a Bid Bond in the amount of the bid in accordance with the Instructions to Bidders.
Contract Security: The selected Contractor shall furnish a Performance Bond and a Labor and Material Payment Bond, payable to Owner, each in the amount of the Total Contract Price.
Withdrawal of Bids: No bid shall be withdrawn for a period of ninety (90) days after the bid opening without consent of the Village of Rantoul.
Owner's Right to Reject Bids: The Village of Rantoul reserves the right to reject any or all Bids and to waive irregularities therein, and all Bidders shall agree that such rejection shall be without liability on the part of the Village of Rantoul for any damage or claim brought by any Bidder because of such rejections, nor shall the Bidders seek any recourse of any kind against the Village of Rantoul because of such rejections. The filing of any Bid shall constitute an agreement of the Bidder to these conditions.
